Maria Bowie, Vice President, has more than 25 years of experience on Capitol Hill, advancing national security legislation and expertise in congressional budget, appropriations, and authorization processes.

Across her roles, Maria has worked extensively with the Executive Branch, defense and science agencies, academia, and Nordic partners to advance policies and programs that bolster U.S. and allied military readiness, enhance critical infrastructure, and support cutting edge research. Her efforts have helped maintain and grow high technology laboratories and major military facilities, preserving highly skilled jobs and strengthening regional and national defense capabilities.

Prior to joining SMI, Maria was Director of Government Affairs for National Security Programs at Leidos, a global technology and engineering company serving government and commercial customers.

On Capitol Hill, Maria first served as Military and Veterans Affairs Liaison to former Representative Brian Bilbray (CA 50) in San Diego, where she managed the Congressman’s military and veterans agenda and supported eight major military commands. She later served as Legislative Director to Representative Ken Calvert (CA 42). Most recently, she was Deputy Chief of Staff and Appropriations Committee Associate to Representative Tom Cole (OK 04), where she managed legislative staff, led national security, foreign policy, and defense appropriations work, built bipartisan coalitions, advanced major defense and science initiatives, and helped secure funding for research and projects aligned with national policy objectives. Between her San Diego and Washington roles, she also worked as a Senior Consultant at Booz Allen Hamilton, providing technical management and policy support for a major U.S. Navy information systems program office.

Education & Credentials

Maria holds a B.A. in International Affairs from the Elliott School of International Affairs at The George Washington University and a master’s degree in political science from Uppsala University in Sweden. She completed the Naval War College Joint Professional Military Education (JPME) Phase I in the top 5% of the class. Her professional development includes an executive leadership certificate from Georgetown University’s McDonough School of Business and multiple bipartisan congressional fellowship programs in foreign policy, legislative negotiation, and national security, including selection as a John C. Stennis Congressional Senior Staff Fellow in the 116th Congress. At Leidos, Maria’s contributions were recognized with a corporate award and special recognition for excellence in marketing and customer engagement for the Enduring Indirect Fires Protection Capability (IFPC) program.
