Former Navy Energy Security Strategy Leader

Matt Haupt is an internationally recognized energy and engineering executive with more than 30 years leading design, construction, facilities engineering, and installation energy security across the most complex energy portfolios. Mr. Haupt commands an exceptional track record of transforming macro-level innovation and vision into tangible, successful complex physical infrastructure. Equal parts innovative engineer and hands-on builder, he designs and delivers vertical, horizontal, and utility construction projects in the field while having authored the policies, programs, and energy security requirements that govern them at the highest enterprise tiers.

As the former Energy Director within the Public Works Directorate at Naval Facilities Engineering Systems Command (NAVFAC) Headquarters in Washington, DC, Mr. Haupt was entrusted with energy security strategy and deployment for the entire Department of the Navy worldwide. In that role, he developed and executed innovative solutions that strengthened energy resilience and operational dominance across Navy and Marine Corps installations within the US and globally. Forging global partnerships across academia, private industry, and government, Mr. Haupt has been central to sustaining superior support for the Navy’s critical infrastructure.

Mr. Haupt’s leadership spans the full spectrum of the energy environment. He has commanded global operations and served combat tours in Iraq and Afghanistan, then carried that operational perspective into stewardship of more than $2.5 billion in infrastructure improvements across Department of the Navy shore facilities. Today, as President of All Threats Considered, he brings that same technical acumen to clients worldwide—serving as the energy enterprise’s authority for power generation, distribution, and resilience, and establishing the engineering standards that ensure energy infrastructure remains reliable, secure, and mission capable under any condition.

Mr. Haupt is a retired Navy Civil Engineer Corps officer with more than 25 years of service. His technical and operational acumen is matched by his academic credentials: A graduate of the Naval War College, Master of Science in Environmental Engineering from the University of South Florida and a Bachelor of Science in Ocean Engineering from Florida Atlantic University. He is a licensed Professional Engineer (PE) in civil engineering and holds Certified Energy Manager (CEM) and Certified Protection Professional (CPP) credentials. His proven track record, visionary leadership, and commitment to innovation positions him as a trusted partner to the leaders and organizations shaping the energy future of the United States and abroad.
