Dennis Padilla, Senior Contracting Specialist & Federal Business Advisor, has over 45 years of experience in federal procurement and grant making.

Previously, he was Director of Contracts and Grants with the Office of Naval Research (ONR) where he focused on business processes for basic and applied research, manufacturing technology, and weapon systems prototypes. His work centered around the transition of innovative technologies from business and academia into fielded fleet-ready systems supporting the Navy and Marine Corps. Prior to his work at ONR he served as the Deputy Director of Contracts at the Navy’s Fleet Ballistic Missile Program and as a negotiator with NASA’s Ames Research Center.

Dennis holds a B.S. in Business Administration from San Jose State University and an M.S. in National Resource Strategy from the Industrial College of the Armed Forces.
